California Assembly Bill 1575 prohibits schools from charging fees for classroom supplies, participation in athletics, field trips, etc. In addition, schools can no longer require students to bring their own supplies to class.
AB 1575 (1) Existing law requires the Legislature to provide for a
system of common schools by which a free school is required to
be kept up and supported in each district. Existing law prohibits
a pupil enrolled in school from being required to pay a fee,
deposit, or other charge not specifically authorized by law.
