A recent survey found that over half of government decision-makers and D.C. thought-leaders believe the ability of charitable nonprofits to engage in nonpartisan advocacy and lobbying has a significant impact on nonprofits' ability to achieve their missions. Yet, fewer than 20 percent of charities are doing any lobbying.
